Thee mowing contractor mows this area 2 to 3 times a year they will be back again

The grass has been cut several times, the issue is the 2-3 foot tall weeds growing in the gutters along Shore Drive between Joppa Farm Rd and Town Center Drive. The contractor needs to cut the weeds down too.
